In general, the Project consists of the Redevelopment of the Downtown Entrance Plaza, which currently encompasses the POW/MIA/Law Enforcement Plaza, Public Safety Plaza and Robert D. Garton Veterans Plaza. The City currently contemplates that the Project will include: site clearing, grading, plaza and trail construction (including hardscape), integration of a water feature, landscaping and incorporation of accessible green space through mindful plantings, improved pedestrian design features, all while ensuring compliance with the Americans with Disabilities Act. The property is located at Brown & 2nd Street. It is bordered to the north by 2nd Street, to the east by Jackson Street, to the south by 1st Street and to the west by Brown Street. It is divided by SR 46 eastbound through its center. Please submit questions through the electronic bidding no later than Wednesday, May 13, 2026 by 5pm. Responses to all questions received will be posted via an addendum publicly on by Thursday, May 21, 2026. The Owner reserves the right to reject and/or cancel any and all Proposals, solicitations and/or offers in whole or in part as specified in the solicitation when it is not in the best interests of the City. The Owner also reserves the right to waive irregularities in any Proposal, and to accept any Proposal which is deemed most favorable to the Owner.
