Henry County is soliciting submissions for the construction of N. Mt. Carmel Park playground site improvements and a new restroom building. Question Deadline 05/07/2026 at 3:00 PM ET Online - Q&A Question Response Deadline:May 14, 2026, 3:00pm Henry County is seeking proposals from qualified contractors to demo the existing playground equipment; picnic structures, equipment, and slabs; fencing, surfacing, and drainage structures within the existing playground area; provide grading services, install new drainage structures & sidewalks around playground area, and construct new restroom building complete per the plans and specifications. The project is in N. Mt. Carmel Park, 307 N. Mt. Carmel Road, Hampton, GA 30228. The park will be open to the public during construction, so it is required that the public be protected from any hazards associated with the construction site and/or construction staging area. Contractor shall furnish all labor, materials, equipment, and services required to fulfill the terms and conditions of this RFP. This project has a 11% percent subcontracting benchmark, which means the Bidder must utilize, or make a good faith effort to utilize, certified M/WBE's 1. The contractor shall be responsible for submission of the NOI/NOT to the Georgia Department of Natural Resources and shall be responsible for paying the NPDES fees to Henry County and the Georgia Department of Natural Resources/EPD if the disturbed area meets this requirement. 2. The contractor shall obtain and maintain Builder's Risk Insurance as outlined in the RFP documents. 3. The contractor shall be responsible for all utility locates. 4. The contractor shall be responsible for any associated utility connection fees. 5. The contractor shall provide unit prices for the following: a. Excavation, disposal on-site & replacement of unsuitable soil (Per Cubic Yard) with suitable offsite material. b. Excavation, disposal off-site & replacement of unsuitable soil (Per Cubic Yard) with suitable offsite material. c. Mass Rock Excavation (Per Cubic Yard) with disposal off-site. d. Trench Rock Excavation (Per Cubic Yard) with disposal off-site. 6. The contractor shall include conduit for Security Cameras and coordinate installation with the County contracted vendor. 7. The contractor shall provide power to exterior doors for access control and coordinate installation with County contracted vendor. 8. The contractor shall provide weekly project updates with pictures via email to Owner representative. 9. The contractor shall provide Henry County with verified PDF As-Built drawings, subcontractor contact information, and warranty information on three (3) flash drives. 10. The contractor shall provide the Henry County Water Authority (HCWA) with As-Built drawings of all water, sewer, and fire lines (verified by physical survey) in both PDF and CAD format. 11. All construction shall conform to the current State and local building codes. 12. Include a 10% Contingency. Any unused funds shall be credited back to the Owner. 13. The contractor shall provide the number of days required to achieve substantial completion of the work after receipt of Notice to Proceed. Please provide a Schedule of Values and draft construction schedule that includes milestones. This does not include any substantiated delays that must be submitted in writing and approved by the Owner. North Mount Carmel Park is a public development consisting of a playground, covered pavilions, a restroom, and sidewalks. The project also includes the construction of stormwater conveyance, and associated utilities and other Work indicated in the Contract Documents.
