This requirement is for water-related environmental infrastructure construction projects to be awarded under a Multiple Award Task Order Contract pool using firm-fixed-price task orders. The work includes design-build and design-bid-build construction services for water and sewer line and related structures projects. Individual task orders are anticipated to range from approximately $1 million to $15 million, with an overall MATOC capacity not to exceed $80 million. The contract vehicle is intended to support multiple projects that are already anticipated and others that may arise during the contract period. The Government anticipates awarding a minimum of three and a maximum of six firm-fixed-price construction contracts to responsible small business offerors whose proposals conform to the solicitation requirements and represent the best overall value to the Government, considering both price and non-price technical factors. The MATOC will have a five-year base period, with individual task orders issued throughout the period of performance, each containing its own performance duration based on project-specific requirements. The anticipated NAICS code for this effort is 237110, Water and Sewer Line and Related Structures Construction, with a total small business set-aside. This pre-solicitation notice is issued for planning and informational purposes only, and the plans and technical specifications will be made available only upon issuance of the formal solicitation, which is anticipated on or around May 2026.
