Site work and paving for a mixed-use development in Columbia City, Indiana. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Sealed bids are requested for furnishing all labor and materials for the construction of the Westgate Subdivision Roadway Reconstruction - Phase III Project. The work includes 2,407 linear feet of asphalt pavement reconstruction of Westgate Avenue from Niles Street to approximately 185 linear feet west of Lawrence Street, Niles Street from Business 30 to Westgate Avenue, and Royal Street from Business 30 to Westgate Avenue. The project also consists of constructing new storm sewers, rolled curb and gutter, sidewalks, concrete driveway approaches, and two ADA and PROWAG compliant concrete curb ramps, all within the urban limits of the City of Columbia City. There are Mandatory Additive Alternate Bids for sidewalk construction (CCMG ineligible) along Westgate Avenue and Royal Street. Question Deadline 05/02/2026 All questions about the meaning or intent of the Contract Documents are to be directed to Engineer. Bid proposals must be complete and properly executed on the bid form and accompanied by an executed Indiana State Board of Accounts Form 96, confirmation of receipt of Addenda (if issued), and satisfactory bid security. Each bid must include a certified or cashier's check payable to the City of Columbia City, or a bid bond in the amount of five percent (5%) of the bid amount. The successful bidder must provide a Performance and Payment Bond each in the amount of one hundred percent (100%) of the contract amount. To determine the lowest responsible bidder, all Base Bids and Mandatory Additive Alternate Bids will be considered, as well as relevant facts such as experience and subcontractors as referenced in the project documents. The City of Columbia City Board of Public Works reserves the right to reject any or all bids and to waive informalities in bidding. Additional requirements include proof of employee drug testing policy for projects at least $150,000; for bids over $150,000, a valid State Public Works Division Certificate (except street projects) must be provided; for street project bids over $300,000, a valid INDOT certificate of qualification must be provided. These requirements apply to all contractor tiers, excluding suppliers.
