JOC 377 is for C-10 Electrical Contractor and C-28 Lock and Security Equipment Contractor with a Continental Access installation certification and Alarm Company Operator (ACO) contractor. Offerors must submit a complete original bid in accordance with the format provided in the solicitation to the County of San Diego, Department of Purchasing and Contracting through electronic upload to BuyNet, or via sealed envelope at the Purchasing and Contracting front desk, before the designated date and time. Documents to be executed by the successful offeror include the Contract, Corporate Certificate, Partnership Certificate, Contractor’s Certificate Regarding Worker’s Compensation, Performance Bond, Payment Bond, and Management Plan. Attendance at the pre-bid conference is encouraged but not mandatory. Questions regarding the RFB must be submitted in writing to the Contracting Officer by the specified date and time. The County’s decision about the timeliness or responsiveness of any submitted document shall be final, and the County has the discretion to waive or not waive any defect or nonconformance. Offerors are advised to review Section 2 of the RFB’s Instructions and Rules regarding acceptable formatting of documents and signatures, and to allow sufficient time to submit by an alternate method in the event of technical difficulties. The County’s COVID-19 updates for contracts and contractors should also be reviewed for any guidance that may affect bid submission procedures.
