For the Adobe Reservoir Surface and Groundwater Storage and Flow Enhancement Feasibility Study. The purpose of this objective is to determine the viability of modifying the Adobe Creek reservoir or dam (in structure, size, and operation) to determine whether its storage capacity and operation can be augmented to increase and enhance: 1) Surface water storage of Adobe Reservoir 2) Groundwater storage, and associated groundwater recharge 3) Environmental Stream flow downstream to Adobe Creek to maintain flows sufficient for mid to late season Clear Lake Hitch spawning and hatch. The need for this project has been demonstrated in the consistent annual reduction in stream flows throughout Adobe Creek and the reduction in suitable, wet habitat for Clear Lake Hitch, an endemic and state-listed endangered minnow species. While a conjunctive use feasibility study has been conducted on the neighboring reservoir and stream system, Highlands Creek, it is yet unknown how feasible modifications to the Adobe Creek Reservoir will be for contributing to enhanced surface storage, surface flow and groundwater recharge in the Big Valley Basin. The District will recruit, following local purchasing policy requirements, a qualified company or firm to lead and facilitate the development of this feasibility plan. The firm would work closely with the District staff, and partner to conduct needed background research, field sampling and monitoring, facilitate and organize water rights packages associated with the current and future scenarios of the Adobe Creek system, and conduct community outreach and host public meetings to collaboratively complete the Feasibility Plan. The firm would also assist the district in draft review, presentation, and feedback incorporation for the final Plan. This objective will be managed by the Lake County Watershed Protection District (the District), the agency that owns the facilities and manages the reservoir and any recruited consultants. Project partners on this project will include the County of Lake Water Resources Department, Big Valley Rancheria EPA Department, Big Valley Groundwater Sustainability Program Advisory Committee, FlowWest Consulting, as well as individual and neighboring property owners, as applicable. The method of Contractor Selection has not been Determined at this time. Request for Proposal for design services is underway.
