The contractor shall provide comprehensive facilities operations, maintenance, and support services for the U.S. Environmental Protection Agency's Research Triangle Park facilities on a 24-hour per day, 7-day per week basis. Services include all management, supervision, training, licensed personnel, tools, labor, and materials necessary to operate, maintain, and support approximately 1.3 million square feet of offices, laboratories, computer and conference spaces, and child care facilities. The facilities are designated as CD C Bio-Safety Level II research facilities and AAALAC-accredited animal care facilities. Work shall be performed in accordance with all applicable federal, state, and local codes and regulations; OSHA requirements; federal specifications; EPA facility standards; and EPA-RTP policies and procedures. The contractor shall establish, implement, and maintain facilities management services that emphasize quality, efficiency, cost effectiveness, and continuous improvement. The scope of work includes base contract requirements for routine and predictable services such as building automation system operations, facility trouble desk operations, administrative and program management support, key personnel, quality management, and a preventative maintenance program, as well as standing task orders and task orders issued under IDIQ contract line items. Task orders may include services subject to Service Contract Labor Standards or construction services subject to Construction Wage Rate Requirements.
