Response to Questions and Clarifications May 15, 2026 Bid Date Notes: The qualifications package shall be enclosed in a sealed envelope/box marked: Request for Qualifications - Pavement Condition Survey and Pavement Management System Application and delivered to: City of Jacksonville, Attn: Roy Bredahl The City of Jacksonville is soliciting qualifications from qualified Firms to provide a Pavement Condition Survey (PCS) and a Pavement Management System (PMS) Application which has the ability to directly link to the City of Jacksonville's GIS. The City of Jacksonville's road system consists of approximately 166 miles of paved roads. The City will select Firm(s) based on demonstrated experience and expertise in the Scope of Work. Successful project execution also includes the ability of the Firm to work in partnership with City staff and management who may be part of the project and the ability of the Firm to respond in a timely manner to any issues that may arise. Firms shall be qualified in providing the Scope of Services listed below. The selected Firm(s) shall confirm their ability to provide the following scope of services and respond to any questions or requests listed below as part of their proposal. Please note that examples listed below are for illustrative purposes only and are not an exhaustive list. Please feel free to add any additional/optional services, relative to this project, that may be of interest to the City of Jacksonville. Evaluation of the City's road system for asphalt roadways to include physical characteristics, pavement distress types and severity of the identified distresses. Survey will be conducted at break points established by road centerlines. A shapefile will be provided by the City which contains all the necessary inventory data. PCS shall be performed in accordance with Publication No. FHWA-RD-03-031, Distress Identification Manual for the Long-Term Pavement Performance Program (LTPP) - (Fourth Revised Edition), June 2003 utilizing the following distresses: Fatigue/Alligator Cracking Block Cracking Edge Cracking Longitudinal Cracking Reflection Cracking at Joints Transverse Cracking Defective Patching and Potholes Surface Deformation, Rutting, Shoving Selected firm will be expected to collect length, width, square yard, and type of pavement for each segment of roadway. Most roadways will be scanned in one direction only. Roads that are greater than thirty-five feet in width (back-to-back) will be scanned in both directions. Provide a Pavement Condition Index (PCI) for each street segment, identifying pavement distresses including distress type, severity, extent, and any other comments. Through the utilization of a variety of digital and electronic equipment, such as sensors, ground penetrating radar, video, laser, etc., the Firm shall: Provide images of road conditions. Perform Structural Evaluation of roadways. Perform Deflection Testing of roadways. Provide for asset inventory and mapping. Analyze ride quality. Provide recommendations on maintenance strategies to maximize investment of available funds.
