The City of Anacortes is seeking consulting firms with expertise in civil and structural engineering design to provide services for the 12th St and K Ave Intersection Improvements project. The selected consultant will prepare preliminary engineering design for improvements at the intersection, which may include traffic signals or roundabout features, crosswalks, cement concrete curb and gutter, sidewalks, sidewalk ramps, rectangular rapid flashing beacon, pedestrian safety features, and traffic calming features. The consultant will also lead the NEPA approval process. The agreement will last one year with an option for extension. Compensation will be based on specific rates up to a maximum contract amount. Submittals must be signed, limited to 20 pages excluding resumes, and include firm name, phone number, email address, names of principal-in-charge and project manager, and number of employees proposed. Do not submit cost/hourly rates. Submittals may be emailed in PDF format with the specified subject line or mailed as one unbound signed original in a sealed envelope plainly marked with the project title and the responder’s name and address. Late submissions will not be accepted. Responses by fax are not accepted. The City assumes no responsibility for delivery or electronic failures. Submittals will be reviewed and ranked per stated evaluation criteria, and interviews may be conducted with the most qualified consultants. The contract type will be a negotiated hourly rate utilizing WSDOT’s Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement. Compliance with Federal EEO, Section 504, ADA, and Title VI requirements is required. There is a 0% FSBE goal and a voluntary 10% SBE goal for this phase; future phases will be evaluated for DBE or SBE goals. Deadline for Questions May 13th
