Project generally consists of milling and overlaying Main Street from 8th Street to 15th Street, new curb and gutter, sidewalks, street lighting, new traffic signal at 9th Street and 10th Street, stamped concrete, brick pavers, concrete intersection and other appurtenances required for a complete project. Bids must be marked as specified and delivered before the designated time. All bidders are required to attend a mandatory pre-bid meeting and sign the attendance sheet. Bids from those who do not attend will be considered nonresponsive. All labor must be paid no less than the prevailing hourly wage rates as established by either the Missouri Department of Labor State Wage Rates or the Federal Davis-Bacon Wage Rates, whichever is higher. The successful bidder must sign an agreement showing enrollment and participation in a Federal Work Authorization Program (FWAP) to ensure all employees, agents, or subcontractors have the legal right to work in the United States, and maintain compliance throughout the contract. Contractors and subcontractors must provide a 10-Hour OSHA construction safety program or similar, completed by on-site employees within thirty days of starting work. A certified or cashier's check or bid bond for 5% of the proposal must be submitted. The City affirms it will ensure that businesses owned and controlled by socially and economically disadvantaged individuals are given full opportunity to submit bids and will not be discriminated against based on race, color, religion, creed, sex, age, ancestry, or national origin.
