The scope of services for the OCRA Wastewater Improvement Project will entail the following activities: provide general grant administration and labor standards services, including working directly with the Clerk Treasurer to establish grant files and set up a financial management system, complete civil rights file, coordinate with town officials, town attorney, and required agencies for necessary land/easement acquisition, complete release of funds, attend town council meetings as requested, prepare and submit all semi-annual reports, prepare and negotiate any grant modifications, prepare all close-out documentation, attend grant monitoring meetings, assist the town in resolving any grant findings or questions, coordinate or assist with the pre-bid meeting, verify all prime and subcontractors, assist at bid opening, assist with the pre-construction conference, and obtain all appropriate paperwork from the main contractor and subcontractors. Prospective offerors must comply with several federal requirements, including 24 CFR Part 85.36, Title VI of the Civil Rights Act of 1964, Conflict of Interest regulations, access to records, various Executive Orders, the Architectural Barrier Act of 1968, the Age Discrimination Act of 1975, Section 3 Clause and Section 504, retention and custodial requirements, and the Davis Bacon and Related Acts. The proposal must include descriptions of expertise, relevant experience, resources, a list of similar projects, references, resumes of professional staff, the name of the person in charge, a description of scope of services and proposed prices, a project timeline, and a proposed fee for services. The proposal should also provide contact information for those with authority to negotiate and bind the proposer. Proposals will be evaluated on firm history and resource capabilities, evaluation of assigned personnel, related experience, financial management and cost allocation experience, familiarity with local experience, ability to relate to project, analysis of narrative statement, reference check, and price comparison.
