Sealed proposals are requested for the Water Service Line Investigation and Replacement Cardinal and Indiana project. The work consists of executing rights-of-entry with customers for water service line investigation and replacement if applicable, investigating service lines in designated areas, documenting water service line materials and connectors using a supplied digital form, and replacing water service lines and/or appurtenances as determined. The scope includes all supervision, equipment, traffic control, granular backfill, pavement restoration (with milling), flushing, testing, and appurtenances needed for complete and satisfactory operation. The contractor is responsible for all work in the specifications pertaining to the Itemized Base Bid, regardless of installation method chosen. All work must be ready for continuous operation according to the specifications. The contract is funded by an SRF Loan and requires compliance with all related federal, state, and local requirements. Instructions to bidders include: Bids must be placed in the specified drop box or delivered to an EWSU staff member in the meeting room prior to the scheduled meeting. No conditional bids will be considered. Bids received after the specified time will be returned unopened. The contractor must not discriminate based on race, color, national origin, or sex, and must comply with all requirements of Title VI of the Civil Rights Act, the Rehabilitation Act, the Age Discrimination Act, EPA Civil Rights regulations, and 40 CFR Part 33. Wage rates must comply with Davis-Bacon requirements and federal wage scales. The utility reserves the right to waive informalities and to award the contract to the lowest and most responsible bidder or to reject all proposals.
