The work consists of executing rights-of-entry with customers for water service line investigation and replacement, investigating service lines at designated areas, documenting water service line material and connectors utilizing a supplied digital documentation form, and, as determined, replacing water service lines and/or water service line appurtenances. Additional requirements include providing all supervision, equipment, traffic control, granular backfill, pavement restoration (including milling), flushing, testing, and all necessary appurtenances for satisfactory and continuous operation per the specifications. Contractors are responsible for all work described in the specifications for the itemized base bid, regardless of installation method. Compliance with all requirements of funding agencies and federal regulations, including non-discrimination, prevailing wage laws, and EPA-related civil rights and contract administration requirements, is required. The contract may be awarded to the lowest and most responsible bidder. The utility reserves the right to waive informalities or to reject all proposals. The work for which bids are to be received consists of: 1. Execution of rights-of-entry with EWSU customers for water service line investigation and, if applicable, water service line replacement. 2. Investigation of service lines at designated areas within EWSU's service area. 3. Documentation of water service line material and connectors utilizing supplied, digital documentation form. 4. As determined by EWSU or EWSU's program manager, replacement of water service lines and/or water service line appurtenances.
