Sealed proposals or bids are being solicited for contract number VC26-04-02 "Charlotte Avenue Pipe Replacement" in Vanderburgh County, Indiana. Bids must be delivered in a sealed envelope identifying the project and branch of work, and submitted on the Itemized Proposal Form and Indiana Form 96. Required documents include a non-collusion affidavit, certification of non-segregated facilities, and an equal employment opportunity form, all properly executed. Each bid must be accompanied by a bid guarantee equal to five percent of the total bid. Bidders must show evidence of a Drug Testing Policy. The awarded contractor must furnish a performance bond and a payment bond each equal to the award amount, with the performance bond effective for twelve months from completion acceptance. Subcontractors and their contract percentages must be listed in the bid. Construction and installation must fully adhere to contract drawings, specifications, special provisions, and applicable Indiana Department of Transportation standards. All disadvantaged business enterprises are encouraged to bid, and no one shall be discriminated against in consideration for an award. The County Commissioners reserve the right to reject any or all bids and waive informality in bidding. Bids submitted after the deadline will be returned unopened, and bids cannot be withdrawn for thirty days after opening without the County's consent. Scope of Work This project will consist of replacing a storm sewer on Charlotte Avenue between Lexington Road and Glenview Drive as shown on the plan. The Contractor is encouraged to contact the County Engineer for clarifications. All construction shall be in accordance with the 2026 INDOT Standard Specifications, any accompanying Special Provisions and applicable INDOT Standard Drawings. Line-item quantities shall be considered as estimates. Work added or deleted will be reviewed after the job is awarded. The Contractor will be paid only for the work performed and material used as approved by the County Engineer.
