Renovation of a multi-residential development in Charleston, South Carolina. Completed plans call for the renovation of a 150,696-square-foot multi-residential development.

Sealed bids are invited from qualified and currently licensed contractors by the State of South Carolina to complete fire damage repairs for 1800 Ashley West Apartment, Charleston, SC. This is a federally assisted project, and the selected firm(s) will be required to comply with all applicable federal requirements, including submitting all required federal and CHA forms and not discriminating in employment practices. Section 3 businesses, minority-owned, women-owned, and veteran-owned enterprises are strongly encouraged to respond. CHA reserves the right to negotiate contract terms, including fee schedules; retain and use any ideas from submitted qualifications; waive informalities; reject any or all submissions; and cancel this solicitation at its discretion. Bids must be received sealed; late submissions will not be accepted. All questions and requests for interpretation following the pre-bid conference shall be submitted in writing to the the Procurement & Contracts Management Department contracts@chacity.org by 4:30 p.m. Monday, May 18, 2026. PROPERTY DESCRIPTION 1800 Ashley West Multifamily Property Details 1800 Ashley West is multifamily apartment complex that was constructed in 1979. It is located at 1800 William Kennerty Drive in Charleston - West Ashley, Charleston, and features a total number of 207 units. Repair areas involve sixteen (16) apartments damaged by fire, heat, soot, and water. It also includes area in their vicinity not specifically located within the unit. The intent of the Scope of Work includes but is not specifically limited to the units. The total property unit mix is a combination of One Bedroom, Two Bedroom/Two Bath, with a total unit size of 150,696 SqFt. Scope of Work for Apartment Repairs CONTRACTORS MUST FIELD VERIFY ALL SITE CONDITIONS AND DIMENSIONS BEFORE SUBMITTING A BID. Units A, B, M, N, C, D, O, P The intent of the Scope of Work includes but is not specifically limited to. Flooring: x Installation of 1.5mm acoustical underlayment x Installation of LVP – Style Selections – Charleston Oak Gray – 12- mill LVP on first and second floor x Supply and Installation of 1x6 wood Base Trim and quarter round–White (to be painted per approved paint schedule) Ceilings: x Installation of sheetrock to smooth Surface x Prime and paint all ceilings throughout the unit (Per approved Paint Schedule) Drywall/Concrete block: x All Drywall installed, sanded smooth, primed, and painted. (Per approved Paint Schedule) Window/door trim: x Supply and install, Interior trim to be sanded smooth, primed, and painted. (Per approved Paint Schedule) Window Treatments: x Supply and install new, 2 - inch faux wood white cordless blinds. x Blind width: Minimum acceptable width: cover all glass panes; Maximum acceptable width: not to exceed window trim outer edge. Cabinets: Supply and install HUD Severe Use cabinets – Pre-Finished White, in the original layout. Kitchen Countertops: Supply and install new Formica countertops with 4” backsplash. – Contractor to provide samples All supply line valves need to be replaced. x Supply and install stainless steel, 50-50 double bowl, Top mount sink, and singlehandle faucet with integral sprayer. x Supply and install 30” x 24” stainless steel back splash behind stove below new hood. At locations where stove is in corners, supply and install additional stainless HVAC: x Furnace/AC check, Heavy Clean, replace filters and clean. x Install New Water Heater – 30 Gal – Gas- 6 Year x R&R ductwork system hot or cold air x supply and install new white plastic registers and metal return grilles. Size to match existing openings. Smoke and Carbon Monoxide Detectors: - Supply and install new smoke detectors and carbon monoxide detectors. Carbon monoxide and smoke detectors have 10-year battery. Smoke Detectors must meet NSPIRE requirements. - Installation locations must meet the current HUD and CHA approved locations. Doors and door hardware: - Supply and install new 6 panel interior doors. - Supply and install all new door hardware to include hinges, strike plates, doorknobs, and door stops at all interior doors, to include closets, storage areas, mechanical closets, and pantries. Finish to be brushed nickel. - Doors and trim to be painted (per paint schedule) Electrical: x Supply and install new electrical outlets and switches. x Supply and install new outlet and switch cover (white) x Supply and install LED light fixtures. (contractor to provide sample light for approvals) Appliances: - Installation of approved Stove, Range Hood, Refrigerator and Dishwasher Contractor to supply product sample for approval. Bathroom: - Supply and Installation of frameless mirrors - Supply and Installation of new toilets and supply line/valve - Supply and Installation of new vanity (white) with new sink and faucet - Supply and installation of Tub and Surround - water supply valves and shower valves to be replaced. - Supply and install toilet paper holder and towel bar – silver.
