Remodeling of a mixed-use development in Bloomington, Illinois. Completed plans call for the remodel of a municipal facility.
This project involves a water heater replacement at the Mclean County Law and Justice Center. Contractor shall conduct a mandatory site visit to verify: o Existing water heater specifications, fuel type, capacity, and piping arrangements. o Access constraints, including secure areas, restricted movement, and delivery limitations. o Electrical, gas, venting, condensate, and control system requirements. o Contractor is responsible for measurements, field verification, and assessment of conditions prior to bid submission. o All workers must pass background checks and comply with all security directives of the detention facility. o Removal and Disposal: o Safely isolate utilities (water, power, gas) prior to demolition. o Drain, disconnect, and remove the existing water heater, related piping, accessories, and associated obsolete components. o Transport removed equipment out of the secure area in compliance with jail security procedures. o Provide proper disposal of recycling of old units per EPA and Illinois regulations. o Installation: o Provide and install a new commercial-grade water heater meeting or exceeding current capacity and performance requirements verified during site visit. o All systems must meet Illinois Plumbing Code, ASME, and manufacturer installation standards. o Installation shall include (as applicable) new isolation valves, pressure relief valves, and backflow protection, and check valves. o Provide and install new expansion tank for new water heater. o Integration with existing Building Automation System. o New or reconfigured venting/combustion air systems. o Insulation for all new piping per energy code. o The hot water system is to remain operational utilizing the other two units still in service. o System Commissioning and Testing - Contractor shall perform and document: o Start-up in accordance with manufacturer's requirements. o Leak testing, combustion testing, and operational verification. o Temperature regulation testing (including anti-scald protection). o Flow verification throughout connected distribution zones. o Calibration of controls, thermostats, or BAS interface. o Material and Equipment: All equipment must be new, commercial-grade, and UL listed and considered high efficiency. "PVI" brand will not be accepted. Installation contractors shall provide a project schedule outlining: Material procurement, removal timeline, installation timeline, and testing/commissioning. Work must be coordinated to minimize hot-water service disruption in an occupied correctional facility. Shutdowns, if applicable, must be scheduled at least 48 hours in advance with County approval. Safety and Security Requirements : O O O O O No unauthorized access to inmate housing or restricted rooms . Tools and equipment stay supervised . Going through security doors will require being buzzed in and out through electronically controlled doors. Waiting for staff clearance before passing between zones . Criminal background check and approval of all contracted employees into the jail facility conducted by the Mclean County Sheriff's Department . Contractor to always maintain a clean and secure work site . Deliverables : - Completed installation of fully operational water heater system . Start -up and commissioning report . Manufacturer warranties and O & M manuals . Staff training session on operation and maintenance . Warranty Requirements : Minimum 1-year labor warranty from installation contractor . Minimum 5-year equipment warranty . Contractor shall correct any defects arising from workmanship or improper installation at no cost to McLean County .
