The work consists of the repair and rehabilitation of the existing retaining wall, including the removal and reconstruction of failed sections of the wall. Alley pavement will be removed in areas indicated in the drawings and replaced with six inches of concrete pavement. The general outline of work does not limit the contractor's responsibility to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the referenced drawings. Work is to be performed in accordance with the current Standard Specifications for State Aid Road and Bridge Construction, unless otherwise noted in the specifications. Bid Bond Security/Guarantee in the amount of 5% of the total bid is required for contracts exceeding $25,000. A 100% Performance and Payment Bond is required. Licensing and other certifications of qualifications are required as specified in the contract documents, and the certificate number must be indicated on the exterior of the sealed bid envelope. Proposals and required documents must be submitted in a sealed envelope and deposited with the City Clerk prior to the designated hour and date. Bidders may not withdraw their bid within sixty days after the date of the bid opening without consent. Bids are only accepted from the Bidder to whom the Contract Documents and Addenda have been issued by the Engineer. Non-resident bidders must include a copy of their resident state's law regarding the treatment of non-resident contractors, or their bid will not be considered. The City reserves the right to reject any or all bids, to waive informalities, to negotiate with the lowest and best bidder, and to accept bids by classes and/or groups as set forth by applicable regulations.
