The study and report will focus on chronic and climate-exacerbated I&I issues, specifically evaluating sources in the sanitary sewage system adjacent to Castle Creek and Glenwood Creek. The City of Geneva issues this Request for Proposals (RFP) seeking qualified firms to study the impact of inflow and infiltration (I&I) on the City's wastewater collection system and deliver a Preliminary Engineering Report with recommended improvements. The City seeks to conduct a focused engineering study and report to address chronic and climateexacerbated I&I issues in the City's sanitary sewage system. The engineering report will evaluate sources of inflow and infiltration (I&I) in our sanitary sewage system adjacent to and in alignment with Castle Creek and Glenwood Creek. The engineering report will provide an alternatives analysis and recommend improvements to the City of Geneva's wastewater collection system. This effort is urgently needed due to increasing storm frequency and intensity, aging underground infrastructure, and water quality threats affecting the City as well as a regional drinking water source for more than 100,000 people. Our wastewater treatment plant is regulated to process 6 million gallons per day (MGD). During extreme weather events, we have experienced I&I that pushed the limits to more than 30 MGD. In addition, I&I during moderate storms frequently overwhelm the sanitary and stormwater systems, leading to surcharging, low level basement backups, and street-level flooding. These storm events carry sediment, phosphorus, pathogens, and debris that damage infrastructure and degrade regional water quality. The City of Geneva is one of the largest communities in the area and is the regional hub for business, jobs, economic investment, and community revitalization. This study is essential to support targeted, climate-informed recommendations for critical infrastructure by identifying the causes and extent of inflow and infiltration and developing plans to address those issues.
