Firms interested in submitting proposals for consulting services for the Water and Sewer Utility Rate Update must submit one original unbound proposal marked "Original," one electronic version in PDF format, and six bound copies marked "Copy." A separate fee proposal must be submitted in a separate sealed envelope marked "Fee Proposal for Water and Sewer Rate Study." Proposals can be submitted via U.S. Mail or delivered in person. The City and the District reserve the right to waive non-substantial irregularities, reject any or all responses, request additional information, extend submission due dates, modify or reissue the solicitation, and procure services by other means. Modifications to submitted proposals may be made by submitting a written request to withdraw and resubmitting the proposal in accordance with the deadline. The City and the District will not be liable for any costs incurred in preparing proposals or interview presentations. Proposals may be withdrawn by email or written request prior to the specified deadline. Submission of a proposal indicates acceptance of the conditions in the Request for Proposals unless otherwise noted and confirmed in the contract between the City/District and the selected firm.
