Question Deadline 05/29/2026 Questions pertaining to this RFP should be directed in writing, no later than 72 hours prior to proposal submission to Jeremy Geiger, Supervisor WQCD, geigerj@cityofmerced.gov The City of Merced Public Works Department (City) is seeking proposals from qualified environmental contractors to develop a Former Sludge Drying Beds Closure Work Plan for its Wastewater Treatment Plant. The purpose of this RFP is to select an environmental contractor experienced in developing contamination site closure work plans. The work plan shall provide a timeline for a proper identification of constituents of concern and characterization of the nitrogen compounds, arsenic, manganese, and the identified constituents of concern in soils beneath the former sludge drying beds compared to background concentrations, an evaluation of potential risks to groundwater quality from residual nitrate, total kjeldahl nitrogen, arsenic, manganese, and other constituents of concern in soils, a plan for closure, potential repurposing, and long-term maintenance and use of the site. Upon completion of the work plan, the City will be seeking a contractor to complete a Final Technical Report containing an evaluation that demonstrates that the former sludge drying beds do not pose a threat to groundwater quality. Additionally, the Final Technical Report shall analyze the Effluent Channel's impact on potentially mobilizing constituents of concern associated with the former sludge drying beds.
