The project involves turnkey installation of ground-mounted, utility-interactive photovoltaic (PV) systems at two municipal well sites in the City of Milton. The work includes installation of two 59.52 kW PV systems at Well #5 (240 N. Janesville Street) and Well #6 (1389 E. Storrs Lake Road). Contractors are to provide all required design, engineering, permitting, and coordination of interconnection; furnish and install PV modules, inverters, racking, and monitoring systems; construct perimeter fencing and access gates; handle site preparation including grading and stabilized ground cover; carry out all electrical connections including load-side taps and service integration; coordinate with the local utility and ensure code compliance; and provide online monitoring and performance reporting. Bidders must supply all labor, materials, tools, equipment, and incidentals for a complete, operational system. All bids must be accompanied by a bidder's bond equal to five percent of the total bid. The City intends to pursue federal Investment Tax Credits and all necessary documentation and compliance measures must be included to support eligibility. The City reserves the right to reject any or all bids and to waive any informalities or technicalities. The award will be made to the lowest responsible and responsive bidder, unless all bids are rejected. The selected vendor will be responsible for a total "turnkey" project including all necessary equipment, materials, design drawings, manufacturing, permits, rebates, site preparation, and installation services for the ground-mount utility interactive Photovoltaic (PV) systems. All solar arrays must have online energy monitoring and performance package. Attached are PV system summaries provided by Upper 90, from Helioscope, detailing proposed locations, applicable equipment, and sizing. Proposed arrays are ground-mounted fixed-tilt systems and should not interfere with the existing operations of the wells. Provide PV modules and inverters from reputable, bankable manufacturers. PV modules shall be considered Tier 1 by a recognized industry finance entity. Submitted equipment shall have established product history, manufacturer warranty support, and readily available technical/service support in the United States. Provide and install a complete perimeter fence and lockable access gate around the solar array. Fence shall be commercial-grade chain-link construction, to match existing fence height or minimum 6 feet whichever is greater, galvanized steel, with all posts, rails, mesh, fittings, bracing, and concrete footings required for a complete installation. Gate shall be sized to allow maintenance and equipment access and shall include lockable hardware. Coordinate final fence height, gate size, materials, and layout with owner requirements, utility requirements, and applicable local codes. Provide a stabilized ground system beneath the solar array in all disturbed areas. Acceptable systems include approved stone or gravel stabilization. Contractor shall include all work required for a complete installation. Contractor shall coordinate permitting process with GEC (General Engineering Company).
