Site work, paving and renovation of a mixed-use development in Madison, Mississippi. Completed plans call for site work for a transportation facility; water / sewer project; for paving for a transportation facility; and for the renovation of a transportation facility.
The work is generally described as expansion of the existing terminal apron, including erosion control items, subgrade preparation, pavement expansion, grading & drainage improvements, sodding, pavement markings, and related incidental items. The total contract time for the project is 180 consecutive calendar days. The Contractor shall commence construction (Phases 1 & 2) within 120 days of the Notice to Proceed, and shall complete all work (Phases 1 & 2) within 60 consecutive calendar days after the construction commencement date. Liquidated damages may be assessed for failure to complete phased work in the times shown in the contract documents. Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which they are authorized to bid. Bids must be submitted on the standard form of bid proposal and must include a Bid Bond in the amount of 5% of the Bid. The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract. The bidder shall guarantee to hold their bid good and may not withdraw it for a period of 90 calendar days after the scheduled closing time for receiving bids. This project is subject to the requirements of the Davis-Bacon Act, as amended, and the Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor. The project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The owner has established a contract goal of 0 percent participation for small business concerns owned and controlled by qualified disadvantaged business enterprises (DBE), and the bidder shall make and document good faith efforts to meet the established goal. Award of contract is also subject to certain Federal provisions relating to equal employment opportunity, debarment, foreign trade restrictions, Buy American preferences, and non-discrimination agreement. The City of Madison reserves the right to reject any and all bids and to waive any informalities or irregularities in the bids received.
