The County of San Bernardino Department of Public Works - Special Districts Division is seeking bids for the CSA 20 Joshua Tree Community Center Roof Coating , located at 6171 Sunburst Avenue, Joshua Tree, CA. SCOPE OF WORK: The County of San Bernardino Department of Public Works - Special Districts Division is soliciting bids for the rehabilitation and life-extension of the existing low slope roof system at the CSA 20 Joshua Tree Community Center. The existing roof consists of a single-layer granulated modified bitumen membrane, approximately 15-20 years old. Recent roof core sampling and thermal moisture assessment confirmed no detectable moisture within the roof assembly. Roof core sampling and thermal moisture assessment reports are provided for reference and informational purposes only. The scope of this project is to restore watertight integrity through the application of a roof coating system, address localized repairs, and extend the service life of the existing roofing system. This project is a rehabilitation and coating effort and does not include full roof tear-off and replacement. Contractor shall include all labor, materials, preparation, and incidentals necessary to achieve a fully functional and warrantable installation. The roof coating system shall be a fluid-applied system suitable for application over existing modified bitumen roofing and shall be installed to qualify for a minimum 20-year manufacturer's No Dollar Limit (NDL) material and labor warranty. Installation shall be performed by a manufacturer-approved applicator. Systems referenced in the project exhibits are provided for informational purposes only; equivalent systems may be proposed provided they meet or exceed the specified performance and warranty requirements. The Contractor shall include all labor, materials, equipment, permits, and incidentals necessary to achieve a complete, fully functional, and warrantable roof coating system, whether or not every item is explicitly shown or specified in the Contract Documents. Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following classification of contractor's license, for the work bid upon, and must maintain the license throughout the duration of the contract: California Class C-39 (Roofing) or Class B (General Building) License. In order to be deemed responsive, the bidder must list, in the bid forms, at least three (3) projects of similar size and scope that it has completed over the last five years. This Project is subject to California Prevailing Wage requirements. Copies of the prevailing wage rates are on file at the Department and shall be made available to any interested party on request. Copies are also included in the Bid Documents. A copy of these rates shall be posted by the successful bidder at the job site. Bids must be accompanied by cash, a certified or cashier's check, or a bid bond in favor of the County in an amount not less than ten percent (10%) of the submitted total bid price. The successful bidder will be required to furnish the Department with a Performance Bond and a Payment Bond, each equal to 100% of the successful bid, prior to execution of the contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California. Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by the Department to ensure its performance under the Contract. The County shall award the Contract for the Project to the lowest responsible bidder as determined from the base bid by the Department. The County reserves the right to reject any or all bids, to waive technical errors, discrepancies or informalities of a bid not affected by law, if to do so seems to best serve the public interest.
