This effort is for a potential Multiple Award Task Order Contract to provide a broad range of plan formulation and associated planning and civil engineering services in support of U.S. Army Corps of Engineers civil works and military programs. Services are intended to support feasibility studies and water resources related infrastructure projects, including flood risk management, navigation improvements, shoreline protection, and ecosystem restoration. The scope encompasses planning-level technical and analytical support necessary to evaluate, develop, and compare project alternatives in accordance with USACE planning processes. Services may include plan formulation, data input and analysis to support planning decisions, hydraulic and hydrologic modeling to evaluate water flows and system impacts, and planning-level geotechnical, geological, GIS, structural, and civil engineering design and assessments. Additional support may include preparation of detailed cost estimates for project alternatives, facilitation of stakeholder meetings, workshops, and public involvement activities, and documentation necessary to advance studies through the feasibility phase. A significant portion of anticipated task orders may emphasize hydrologic and hydraulic modeling and public involvement and facilitation services. The contract is intended to support projects primarily within the U.S. Army Corps of Engineers Los Angeles District boundaries, with secondary support to projects throughout the South Pacific Division. The anticipated contract structure includes a five-year ordering period with task orders issued for work of varying scope, complexity, and magnitude. Interested firms must demonstrate relevant experience performing similar planning and engineering services, either independently or as part of an integrated team, and the ability to comply with applicable small business subcontracting limitations where required.
