Site work and paving for a road / highway in Monterey, California. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The work consists of furnishing all labor, materials, methods and processes, implements, tools, equipment, incidentals and machinery, except as otherwise specified, necessary and required to complete the Madison-Larkin-Herrmann Quick Build Intersection Improvement Project (CIP2422) in a satisfactory and workmanlike manner. The intent of the plans and specifications is to prescribe the details for construction and completion of the work in accordance with the contract. Where details are described in general terms but not in full detail, only best general practices and materials and workmanship of the best quality are to be used. Changes and extra work must follow the Standard Specifications and be negotiated and approved before performance. All work sites must be kept as clear as practicable of equipment, material, and waste at all times. In general, the work includes, but is not limited to, setting storm water BMP and traffic control requirements to safely construct the proposed surface mounted HMA (Type A) Central Island. This includes adjusting City structures to grade, City Posts, Orca type lane-separator, new lane delineation, high visibility crosswalks, and installation of a new school logo (using MMA material). The contractor is required to prepare, submit, and implement traffic control plans, establish and restore traffic detours, and protect adjacent improvements. Instructions to bidders include: - Specifications and all contract documents are available online and must be reviewed in full. - Contractors must be properly licensed and maintain good standing throughout the contract. - Bid proposals must be submitted electronically by the specified deadline; withdrawal and resubmission is allowed prior to the deadline. - Local prevailing wage rates as per California Labor Code and Monterey City Code must be paid, and compliance with Department of Industrial Relations monitoring is required. - Bidders must make a good-faith effort that at least 50% of the total construction workforce, including subcontractors, are Monterey Bay Area residents, and provide documentary evidence of this effort. - All questions must be submitted in writing via the e-Procurement portal prior to the Q&A deadline. - Non-collusion and other required declarations must accompany each bid. - Any addenda issued are part of the contract documents and must be acknowledged in the bid submission. - The City reserves the right to reject any or all bids or waive irregularities as deemed in the Citys best interest. Should a Bidder be in doubt as to the true meaning of any item in the Plans or Specifications or discover items containing discrepancies or omissions, the Bidder is responsible for immediately notifying the Engineer. All questions must be submitted in writing through the OpenGov Procurement Question/Answer Tab via the Citys e-Procurement portal, on or before the Question & Answer Submission Date and Time Question Submission Deadline:May 20, 2026, 2:00pm
