The City of Carson is soliciting Statements of Qualifications and Proposals from qualified development teams to serve as Master Developer for a large-scale, multi-phase development of approximately 20 acres of City-owned land. The project is guided by the Civic Center Specific Plan, aiming for high-quality, financially viable, and community-oriented outcomes. The selection process is a hybrid Request for Qualifications and Proposals, involving multiple steps such as evaluation of qualifications, shortlisting, review of development concepts and financial proposals, interviews, presentations, and negotiation of a development agreement or ground lease. The City will retain fee ownership of the project site and enter a long-term ground lease or similar arrangement with the chosen developer. The selected developer is responsible for planning, entitling, financing, designing, and constructing the project according to City requirements and regulations. The lease terms may include base rent, participation rent, and other financial considerations to ensure long-term value to the City. The City seeks a partner with experience in complex, large-scale projects, strong financial capacity, and the ability to execute a phased development program aligned with public goals. Evaluation will be based on qualifications, development concept, financial feasibility, and alignment with City objectives. Selection is not based solely on price.
