This Request for Proposal is an invitation to prospective proponents to submit proposals for the DeCew Falls Water Treatment Plant No. 2 Condition Assessment. The plant services the City of St. Catharines, Thorold, and portions of Niagara-on-the-Lake and Lincoln, and was constructed in three stages with Plant No. 2 completed in 1954. The latest Master Service Plan Update indicates that Plant No. 2 requires an upgrade in both sustainability and processes due to age, condition, and escalating maintenance costs. This RFP is issued to a subset of the successful roster under Category 18 from Contract 2023-RFSQ-184. All bid submissions must be made online. Suppliers may preview unsecured bid documents without registration, but secured documents require registration, a subscription plan, or Pay-Per-Bid access.
