The Homelessness Strategies and Solutions Department (HSSD) plans, develops, and oversees a comprehensive network of city-wide programs that provide immediate assistance and long-term solutions to meet the needs of those experiencing homelessness in the City of San Diego (City). This network aims to make experiences of homelessness rare, brief, and non-recurring through the availability of a variety of resources and connections to permanent or other forms of long-term housing. As part of the City’s comprehensive approach to address homelessness, the City is seeking a contractor, or multiple contractors, who will operate the Coordinated Street Outreach Program (Program) within the City of San Diego. Utilizing Housing First principles, the Program provides outreach services to individuals and households experiencing homelessness, focusing on identified areas with high concentrations of unsheltered individuals with an emphasis on facilitating connections to bridge housing, emergency shelter, and supportive services. The Program aims to reduce the number of unsheltered individuals in the City of San Diego. This Request for Proposal (RFP) is seeking proposals for the Program described in this RFP. It is anticipated multiple proposers may be selected for this RFP and location(s) of service will be determined by the City. Being selected for this RFP does not entitle any selected proposer to any future areas of service under the Program.
