The U.S. Department of Transportation, Volpe National Transportation Systems Center, is supporting the Federal Railroad Administration by conducting research to improve occupant protection for passenger rail cars, specifically evaluating collision safety for passengers seated in wheelchairs. Testing will assess additional wheelchair securement, anthropomorphic test device (ATD), and occupant restraint configurations to evaluate the effectiveness of the wheelchair tie-down and occupant restraint system (WTORS). The required work includes development of a task management and test implementation plan, coordination of passenger seat shipment, calibration and dynamic sled tests, data processing, and reporting of research results. Option work includes conducting additional dynamic sled tests, preparing test data, and amending the test report and research results. Bidders are instructed to provide a firm fixed price quote in accordance with the contract items and the Statement of Work, meet all solicitation requirements, and clearly identify any exceptions taken to solicitation requirements in their proposals.
