Design-build delivery of temporary or non-permanent supportive housing and associated facilities for the National Center for Warrior Independence on the West Los Angeles VA Medical Center campus. The work includes professional design and construction services to furnish, install, and make operational a total of 220 turnkey temporary supportive housing units arranged in neighborhood-style clusters adjacent to existing Care, Trauma, Rehabilitative Services residential units. Each unit shall be fully furnished for immediate use and include sleeping and living furnishings, resilient non-slip flooring, secure exterior entry, private toilet and shower facilities, lighting, storage, life-safety systems, duress alarms, and all required utilities. Units must comply with the American Architectural Barriers Act and VA accessibility standards, including accessible units, routes, ramps, and site circulation integrated into the overall site plan. The scope also includes site infrastructure, utility distribution, accessible pathways, exterior lighting, landscaping, and common exterior features supporting the clustered housing layout. In addition, the contractor shall design and construct a Welcome Center with clinician offices and support spaces to accommodate intake, waiting areas, staff work areas, clinical and training functions, laundry, mail distribution, security support, and related operational needs for the full 220-unit housing population. All work shall comply with applicable VA standards, codes, and life-safety requirements, and shall be delivered on an expedited schedule suitable for temporary supportive housing operations.
