https://midhudsonnews.com/2026/05/16/school-district-works-with-local-trade-unions-for-capital-improvements/ HOPEWELL JUNCTION – Following voter approval of the $153.7 million capital improvement project, the Wappinger Central School District (WCSD) Board of Education (BOE) signed a Project Labor Agreement that guarantees the use of local skilled union labor to expedite the project and reduce the chance of work stoppages while putting many local union workers on the project. The agreement between the WCSD and the Hudson Valley Trades Council “We are very proud to work with the Hudson Valley Building and Construction Trades Council (HVBCTC) and our local labor organizations, who are the heartbeat of our region,” noted Dr. Dwight Bonk, Superintendent of Schools. “Having them involved in District projects means putting our people to work on our jobs.” In addition, this agreement will establish pathways for apprenticeship programs for district students. “We will be able to bring our students into these opportunities, train them, and have them participate in this project along with organized labor,” Dr. Bonk added. “This will be a transformational project for the school district, and I thank our Board and labor organizations for their work in moving this forward.” The multi-year project includes additions to both junior high schools, which will create more opportunities for grades 6-8, and more room in elementary buildings. It also includes essential improvements to athletic facilities, and many other structural upgrades and repairs district-wide. ------------------------------- 2025 District Wide Renovations Phase 1 The work will be bid as a single Prime Contract. A Project Labor Agreement ("PLA") is expected to be executed prior to the bid date on behalf of the Wappingers Central School District, the Hudson Valley Trades Council, and it's member unions. The PLA will govern the relationship between the Wappingers Central School District, it's contractors, and the labor with respect to Construction work to be performed under this contract. The PLA is expected to promote labor harmony on the project, expedite the construction process, reduce construction costs, and provide standardized terms and conditions of employment for the duration of this construction project. Each bid shall be prepared and submitted in accordance with the Instructions to Bidders, on the Bid Form bound within the Project Manual. Bidders shall be required to certify on the Bid Form that Bid prices have been arrived at without collusion. Bid Security in the amount of five percent (5%) of the Bid must accompany each bid in accordance with the Instruction to Bidders. One hundred percent (100%) Labor and Material Payment Bond and one hundred percent (100%) Performance Bond will be required of the successful bidder prior to signing the contract. Attention of bidders is particularly called to the requirements as to equal employment opportunity, prevailing wages, and all other Federal, New York State and local requirements The Owner reserves the right to consider all Bids for a period of forty five (45) days following the bid opening before awarding the Contract, and reserves the right to waive any informalities or to reject any and all Bids.
