The Town of Black Mountain ("Town") invites qualified professional engineering firms to submit Statements of Qualifications (SOQs) to provide engineering services for the Drinking Water Resiliency Improvements Project proposed for funding through the North Carolina Drinking Water State Revolving Fund (SRF). The intent of this RFQ is to identify a highly qualified firm with demonstrated experience delivering drinking water infrastructure projects--from survey and design through permitting, bidding, and construction administration. The Town of Black Mountain ("Town") invites qualified professional engineering firms to submit Statements of Qualifications (SOQs) to provide engineering services for the Drinking Water Resiliency Improvements Project proposed for funding through the North Carolina Drinking Water State Revolving Fund (SRF). The intent of this RFQ is to identify a highly qualified firm with demonstrated experience delivering drinking water infrastructure projects-from survey and design through permitting, bidding, and construction administration. This procurement will be conducted as a Qualifications-Based Selection (QBS) process in accordance with NCGS 143-64.31. The Town will select the most qualified firm and then negotiate scope and fee. This project is intended to bring the system to a substantially higher standard of performance to meaningfully reduce flood impacts. By adding a second treatment site and additional well capacity, this project ensures the Town is not solely dependent on external connections or a single point of treatment failure. By relocating and hardening critical transmission lines, this project will protect high-risk infrastructure and improve resilience to future flood events. The elevation of electrical components and the addition of SCADA telemetry and backup power generators will ensure continuity of operations during adverse events. The new infrastructure of this project will provide critical redundancy and bolster the Town's ability to provide a supply of safe drinking water delivery during extreme events.
