Site work and new construction of a mixed-use development in Black Mountain, North Carolina. Completed plans call for the construction of a fire / police facility; and nine-room fire / police facility.

The selected contractor shall provide a comprehensive, turnkey solution for three modular facilities, including leasing, delivery, installation, utility connections, and final commissioning. The contractor is expected to manage all aspects necessary to deliver fully functional, ready-to-occupy facilities: Facility 1 - Police Department Offices: - Professional and secure working environment suitable for law enforcement operations - At a minimum: 9 offices and a common room, secure areas for sensitive materials, ADA-compliant restroom facilities, HVAC, electrical and data infrastructure, electrical service board (400 Amps regular use), 400 Amp emergency backup generator connection and transfer switch - Efficient workflow, privacy, and durability for continuous use Facility 2 - Fire Department Offices & Living Quarters: - Administrative space with 4 offices - Sleeping quarters for overnight staff (3 bunk rooms) - Kitchen or kitchenette - Bathroom and shower facilities - Storage and locker space - HVAC for continuous occupancy Instructions to Bidders: - Proposals must be clearly labeled: "RFP -Modular Facilities (Police & Fire) -Informal Bid" - Proposals must include: technical proposal, cost proposal, proof of licensure (if applicable), proof of insurance, SAM.gov registration, completed federal certifications, and proposed lease and purchase terms - Proposals can be delivered to the Town of Black Mountain or emailed as specified - Late proposals will not be accepted - Proposals must remain valid for 90 days - All questions must be submitted in writing - Participation is encouraged from businesses owned by minorities, women, disabled, disabled business enterprises, and non-profit work centers for the blind and severely disabled - The project is funded in part by FEMA Public Assistance and subject to all applicable federal procurement requirements and North Carolina statutes.
