The Town of Black Mountain, North Carolina is soliciting Statements of Qualifications (SOQs) from qualified professional engineering firms to provide engineering design, permitting, and construction-phase services for the Phase 1 – Downtown Stormwater Inlet Rehabilitation and Capacity Improvement Project. This phase is the first in a multi-phase effort to modernize and expand stormwater conveyance capacity in the downtown area. The focus is on Sutton Avenue, the most downstream segment of the downtown stormwater system where it discharges to a nearby creek. Work in this area is required to improve systemwide effectiveness and reduce chronic flooding impacting downtown businesses and public infrastructure. The project includes the removal and replacement of approximately 710 linear feet of existing stormwater pipe, installation of new high-capacity conveyance infrastructure, and the addition of catch basins and curb inlets to improve surface water capture and reduce localized flooding. All work is anticipated to occur within the public right-of-way. The project area is within the downtown core, includes National Register of Historic Places contributing resources, and affects access to multiple small businesses.
