The Los Angeles County Sanitation Districts(Districts) is a public agency dedicated to protecting public health and the environment through efficient wastewater and solid waste management. Serving 5.5 million people across 850 square miles, the Districts' vast network includes 11 wastewater treatment plants, 1,400 miles of trunk sewers, and a comprehensive solid waste system comprising active and closed landfills, energy recovery facilities, and composting operations. These assets offer unique opportunities for revenue-generating projects, including energy attributes, gas rights, and power storage, that support the Districts' financial sustainability and environmental goals. To encourage innovation, the Districts offers a flexible partnership framework that supports phased deployments, pilot-to-commercial pathways, and negotiable operational control to ensure mutual success. LAST DAY TO SUBMIT QUESTIONS: April 30, 2026, at 3:00 P.M. PST Proposers shall submit questions through the portal. The Districts is soliciting proposals from qualified firms for revenue-generating products, services, or resource-based projects utilizing Districts' facilities, infrastructure, or operational byproducts. The goal is to identify creative deal structures that extend beyond traditional procurement, which may include guaranteed revenue streams, open-ended and scalable structures, pilot and proof-of-concept allowance, phased implementation, and negotiable operational control. Proposers are required to attend the mandatory job walk for each facility for which they intend to submit a proposal. Further instructions, including how to obtain bid documents and submit questions, are provided within the bid package. Advance confirmation of participation is required.
