The work to be performed includes furnishing all labor, materials, travel time, equipment, and all other work incidental or necessary to provide complete Grade Crossing Inspection, Maintenance, and Repair Services at the Randall’s Island Connector, located at 10 Central Road (Icahn Stadium), New York, NY 10035. The award will be made to the lowest responsive and responsible bidder whose bid represents the best value by optimizing quality, cost, and efficiency. Bidders within ten percent (10%) of the lowest responsive bid will also be considered. M/WBE or State-certified M/WBE bidders are given a price preference of 10%. Only bidders scoring 80% or greater on the following criteria will be considered: Experience and Performance (40%), Compliance with relevant laws, regulations, and licensing requirements (10%), and Staffing, Resources, and Quality of Services/Materials (50%).
