Statements of qualifications and proposals are requested from engineering firms with a strong record in assisting local governments with preliminary reports, final design, and construction administration of federally assisted projects. Firms should be qualified to provide a Preliminary Engineering Report (PER), design, and construction administration services for projects utilizing federal funds. Plans are to contract, within a year, a reputable engineering firm for PER, design, and construction administration services for federally funded projects related to community and economic development, including water infrastructure improvements. This procurement may lead to additional contracts for other state and federally funded projects. The following information should be submitted for evaluation: firm history and resources, federal funds engineering experience, key personnel and qualifications, current workload, scope and level of service proposed, experience with similar projects, fee percentages (if any), errors and omissions insurance, statement of qualifications form, and Section 3 certification form if applicable. The engineer or architect is responsible for obtaining and maintaining all Build America Buy America (BABA) documentation during construction, which shall be transferred to the recipient and certified at the project’s end. The project may be subject to the Build America, Buy America Act (BABA), requiring the use of American-made products for certain materials. Instructions to bidders include: - Statement of Qualifications and Proposals should be received no later than the specified deadline; late submittals may not be considered. - The City of Temple reserves the right to accept or reject any or all proposals, waive informalities, conduct interviews with shortlisted proposers, and request clarifications or negotiate with any vendor. - All contracts are subject to federal and state contract provisions as prescribed by relevant authorities. - All questions must be submitted in writing and responses will be shared with all requesting firms. - All materials submitted are public documents under open records laws and will remain the property of the City of Temple. - Respondents shall hold harmless the issuing authorities from all related suits and claims. - The issuance constitutes only an invitation to present qualifications, and there is no liability for preparation costs in the event the RFQ is withdrawn or the project is canceled.
