Term Contract for Road Line Striping. Questions or requests for additional information regarding this solicitation shall be directed in writing to the assigned City of Cincinnati Buyer, Jennifer Sherman, via email at jennifer.sherman@cincinnati-oh.gov. The City of Cincinnati is soliciting bids for replacement of deteriorated pavement markings with thermoplastic and/or fast dry waterborne traffic safety paint on public maintained streets. SCOPE OF WORK: A. General Work: Requirements shall include the replacement of deteriorating pavement markings with thermoplastic and/or fast dry waterborne traffic safety paint on public streets. B. Replacement or modification of existing markings: Shall include, but not be limited to, restriping in thermoplastic and/or fast dry waterborne traffic safety paint at intersections and roadway segments throughout the City of Cincinnati as directed by the Traffic and Road Operations Division. i. Priority of restriping projects shall be as directed by the Traffic and Road Operations Division. It shall be reviewed periodically and is subject to change with reasonable notice. ii. Replacement of existing markings shall generally require restriping in thermoplastic and/or fast dry waterborne traffic safety paint in the same pattern, pavement legends, symbols, stop bars and crosswalks currently existing. iii. Modifications to existing markings shall be required at various times and locations. Some instances shall require removal of all non-applicable markings before, during, or immediately following installation of new markings. C. Application equipment: The contractor shall supply the of all necessary tools and machines required to install, replace, modify and remove thermoplastic and fast dry waterborne traffic safety paint. i. It shall be the contractor's responsibility to determine the most appropriate application equipment based on work description provided by the City of Cincinnati in the form plans, on-site review and/or the pattern of the existing pavement markings. ii. The choice of equipment shall ensure that the installation or replacement of all pavement markings is in accordance with MUTCD standard index and shall be completed and satisfactory to the City. D. Materials-contractor supplies: All traffic markings materials shall be one of the products listed on the MUTCD. Exceptions shall only be permitted with express written consent from the City. i. Thermoplastic ii. Paint iii. Reflective glass spheres (beads) E. Removal and disposal of all excess, spent, or removed materials including, but not limited to solvents, shall be the sole responsibility of the Contractor. No materials, packing, buckets, containers, paints, thermoplastic, solvents, or hazardous materials shall be disposed of on public or private property, including road/street right-of-way's adjacent to or near the work site. The Contractor shall follow all rules and regulations related to disposal of materials, as prescribed by OSHA and the Ohio EPA. Failure to do so, at a minimum, shall result in cancellation of this contract. G. Maintenance of Traffic (MOT): i. The Contractor shall be responsible for MOT at all times and shall comply with the Manual of Uniform Traffic Control Devices (MUTCD), Temporary Traffic Control (part 6), the Ohio Department of Transportation roadway and Traffic Designs Standard Index (latest edition). ii. Lane or road closures shall not be permitted without prior consent of the City of Cincinnati. The Contractor shall adhere to any and all-time limits which may be imposed by the City of Cincinnati. iii. Maintenance of Traffic plans (MOT) may be included as part of the pavement marking plans provided by City or provided by the engineering consulting or engineer of record. iv. MOT may also be developed in the field or at the work site with prior approval from the City of Cincinnati. v. The Contractor shall be required to show proof of certification that person(s) at supervisory level have completed successfully the International Municipal Signal Association (I.M.S.A), Safety in the Work Zone, and a minimum of the American Traffic Safety Services Association (ATSSA), Worksite Traffic Supervisor, or ODOT approved Work Zone Safety certification. It is not required that this person remains on site at all, but he or she shall be familiar with proposed MOT plans and shall be held responsible for implementation and maintenance of work zone traffic control devices for the duration of the project. vi. If the work project requires the use of flag person(s) to satisfy maintain the flow of traffic, the flag person(s) shall be an employee of the Contractor. Personnel from labor pools or temporary agencies shall not be acceptable. The flag person shall be properly trained for this position. vii. Before, during and after the implementation of any MOT plan it shall be the Contractor's responsibility to conduct his or her work to ensure minimal obstruction to normal pedestrian and vehicular traffic, including, but not limited to access to public and private property and inconvenience to the general public and residences in the vicinity of the work site. viii. The Contractor shall conduct all work to ensure the protection of persons, vehicles and other private property in a manner deemed acceptable by the City of Cincinnati. ix. All lane closures on multi-lane (3 or more) streets, roads, or highways shall require the use of a fully operational (truck or trailer) electronic flashing arrow panel to safely redirect the motoring public. x. All lane closures and road closures shall be implemented to provide immediate, unobstructed access by emergency response vehicles and persons. xi. No work or MOT plan may interfere, obstruct, or compromise the proper functioning of roadside traffic control devices, gutter, storm water inlets, drainage ditches, irrigation equipment, or fire hydrants. The Contractor shall be responsible for parking all maintenance and application equipment safely at or near the work site without blocking sight distance of motorists and pedestrians at intersections and driveways (public and private). xiii. The Contractor may use the public right-of-way (when and where adequately available) for parking/storing vehicles, equipment, and materials, but the Contractor shall be responsible for restoring the rights-of-way to its original condition immediately following completion of the project. xiv. The contractor shall be responsible for securing permission to park/store vehicles, equipment, and materials on private property prior to beginning any work.
