The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown and described in these plans and specifications including, but not necessarily limited to: maintenance washing and cleaning of 226 bridges, consisting of collecting and disposing of trash and debris; and pressure washing surfaces. Other work includes the cleaning and sealing of 27 bridge decks and whatever incidental work that may be necessary to completely and satisfactorily complete the project. Bids must be received in a sealed envelope clearly labeled with the bid number and project description at the specified address by the noted deadline. Bids received after the deadline will not be accepted. This is a Federal Aid project and the NYSDOT Standard Specifications, as adopted on January 1, 2026, must be followed. The DBE goal for this project is 0%. There are no M/WBE or SDVOB goals for this project. The EEO Employment goals for this project are: 6.3% Minority Employment Goal, 6.9% Women Employment Goal. The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. No residential or geographical restrictions will be in effect. Applicable Federal requirements take precedence over State and local requirements unless they are more stringent. Contract Documents, including Invitation to Bidders, Instructions to Bidders, Wage Rates, Bid Documents, Agreement, Special Notes, Specifications, Contract Drawings, and any Addenda, may be examined at the specified office or accessed online. Contractors must notify the issuing office if contract documents are obtained from another source to be placed on the official Plan Holder List. Bids from contractors not on the official Plan Holders List will not be accepted. Addenda will be issued to those on the list, and bidders must acknowledge receipt of all addenda. All bids must include the completed Bid Form, Non-Collusive Bidding and Disbarment Certifications, Lobbying Certifications, and, for federally funded contracts, the completed DBE Participation Package and the Bidder’s List (CONR 80LL) with information about all quotes received from DBE and non-DBE Subcontractors prior to letting. Each bid must be accompanied by a security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided. Bidders must be registered with the NYS Department of Labor prior to submitting a bid. If the contract is awarded, Performance, Payment and Guarantee Bonds in an amount not less than 100% of the accepted bid are required. The successful bidder and all subcontractors must have an approved CCA-2 on file with NYSDOT prior to being awarded a contract. The successful bidder will need to comply with Equal Employment Opportunity clauses and pay prevailing wage rates. The County reserves the right to consider bids for forty-five (45) days and to reject any and all bids. Work must be completed by September 30, 2026.
