Fire Sprinkler System inspection, testing, maintenance, training, and emergency repair services for water-based fire suppression systems in accordance with NFPA 13, NFPA 25, The Joint Commission standards, and applicable VA safety and regulatory requirements. The work includes monthly, quarterly, semiannual, annual, and five-year inspections and testing of automatic wet pipe sprinkler systems, fire pumps, valves, alarms, hydrants, standpipes, gauges, drains, and associated components; documentation using NFPA 13 and 25 reporting forms; and immediate reporting of deficiencies. The contractor shall provide on-call services 24 hours a day, 7 days a week, with defined emergency and non-emergency response times, and shall perform corrective maintenance and minor repairs using a defined annual labor allowance and parts allowance, with invoicing based on approved labor rates and actual parts costs. The scope also includes sprinkler head sampling, removal, replacement, and testing of fast-response sprinkler heads in accordance with NFPA requirements, procurement and installation of replacement heads, and coordination of any contract modifications for system expansions or additions. The contractor shall provide quarterly hands-on training sessions for VA maintenance and operations staff covering sprinkler valves, control valve locations, fire pump operations, and system oversight. All services must be performed by properly licensed and certified personnel, including C-16 Fire Protection Contractor certification, qualified sprinkler fitters, fire alarm technicians, and asbestos-trained staff, and must comply with OSHA, EPA, NFPA, NEC, ADA, and VA standards. Deliverables include electronic and hard-copy inspection, testing, maintenance, and deficiency reports, daily task updates to the COR, and maintenance of records for up to three years.
