DUE DATE FOR SUBMISSION OF QUESTIONS: Thursday, May 14, 2026, before 3:00 pm (EST) POST MEETING SUBMISSION OF QUESTIONS: Wednesday, May 20, 2026, before 3:00 PM Question Deadline 05/20/2026 at 3:00 PM ET All communications, any modifications, clarifications, amendments, questions, responses, or any other matters related to this ITB, shall be made by and through the purchasing contact reference in this solicitation Purchasing Manager, Genesee County, 324 S Saginaw St, Suite 9A, Flint, Michigan 48502, phone: (810)-257-3195, fax: (810) 257-3380 and rschubert@geneseecountymi.gov. This project is for the exterior restoration of the Attica Hotel located within Crossroads Village. The work includes removal and replacement of deteriorated exterior wood components, installation of modern moisture management systems, and restoration of architectural features while maintaining the historic character of the structure. Roof replacement will be done by others. The Contractor shall furnish all labor, materials, equipment, and supervision necessary to complete the exterior restoration of the Attica Hotel. All work shall: o Match existing architectural profiles, trim dimensions, and visual appearance. o Comply with applicable local, state, and historic preservation requirements. o Be performed with care to preserve the historic integrity of the structure. The Contractor shall: o Field verify all existing conditions prior to construction o Protect adjacent finishes, roofing, windows, doors, and landscaping. o Coordinate work to minimize disruption to park operations. o Remove and properly dispose of all debris off-site. Wood Siding Removal and Replacement o Remove all existing wood siding exhibiting rot, decay, or failure. o Inspect underlying sheathing and framing; replace damaged materials as required. Install new siding to match existing profile, reveal, and appearance. New Siding material shall be: o High Quality rot-resistant wood or approved engineered/composite siding suitable for exterior use. Installation Requirements: o Install continuous weather-resistive barrier (WRB) behind siding. o Integrate flashing and drainage plane to promote proper water management. o Provide ventilation gaps as required. Finish: o Prime and paint siding with high-performance exterior coatings. Window Removal and Replacement o Remove all existing windows exhibiting rot or structural failure. Provide new windows that: o Replicate original size, proportions, muntin patterns, and visual appearance. o Maintain historic character of the building. Window materials may include: o Wood or approved composite systems with matching exterior appearance. Installation Requirements: o Self-adhered flashing membranes at sills, jambs, and heads. o Sloped sill for drainage. o Full integration with WRB system. o Seal all perimeters with compatible sealants. Exterior trim shall match existing profiles. Fascia Removal and Replacement o Remove existing fascia boards that are deteriorated or failing. o Inspect roof edge framing and repair as necessary. Install new fascia to match existing dimensions and appearance. New fascia material shall be: o Rot-resistant wood or approved composite material. Installation Requirements: o Provide continuous metal drip edge flashing at roof edges. o Prime and paint with exterior-grade coatings. Faux Pillar Trim Restoration o Remove deteriorated faux pillar trim components. Replace with new trim matching existing: o Profiles. o Proportions. o Architectural detailing. Material shall include: o High-density PVC, composite trim, or rot -resistant wood suitable for exterior use. Installation Requirements: o Concealed fasteners where possible. o Seal all joints and transitions to prevent moisture intrusion. Finish to match existing color scheme. Flashing and Moisture Management Provide a complete, integrated moisture management system for all exterior components. Work shall include flashing at: o Windows and doors. o Trim transitions. o Horizontal projections and intersections. Material and methods: o Self-adhered membranes. o Metal flashings. o Compatible sealants.
