The project is for the SCHA Asphalt Shingle Re-Roofing at Kircher Place, located at 350 Garrett Avenue, Boswell, Pennsylvania. Bids are sought from qualified contractors to perform the re-roofing work. Bids must be submitted on a lump-sum basis. All prime bidders are required to purchase the full set of plans and specifications, with documents distributed by Ditto after full payment. Proposals must be submitted on Authority-provided forms and accompanied by a certified check, bank draft, negotiable U.S. Government Bonds (at par value), or a satisfactory bid bond from the bidder and an acceptable surety in an amount equal to ten percent (10%) of the total bid. All required documents must be submitted in a sealed envelope clearly marked for the Housing Authority of Somerset County, Attn: Gail Charlton, Executive Director, indicating the project name. The successful bidder must provide and pay for satisfactory performance and payment bonds. Compliance with all Equal Employment Opportunity requirements and all applicable federal regulations is mandatory, including Executive Orders 11246, 11625, 12138, Section 3 of the Housing and Urban Development Act of 1968, the Civil Rights Act of 1964, and requirements for Minority Business Participation. This is a Section 3 project, and successful bidders are required to the greatest extent feasible to use project-area businesses and direct employment/subcontracting opportunities to Section 3 residents. Federal prevailing wage rates apply and must be strictly observed. The Authority reserves the right to reject any or all bids, waive informalities, and to consider the bidders' competency and responsibility when awarding the contract. No bid may be withdrawn for 60 days after the opening without written consent of the Authority.
