Duval County Public Schools is seeking to select a firm to provide comprehensive Construction Manager at Risk (CMAR) services for the Venetia Elementary School (New K-5) replacement project. The required services include preconstruction, demolition, long lead procurement coordination, owner-furnished equipment integration, and complete construction under a Guaranteed Maximum Price (GMP) contract. The CMAR will deliver preconstruction phase services such as cost estimation, constructability reviews, phasing and logistics planning, and early identification of value engineering opportunities. The firm will also prepare and develop early bid packages for long lead materials and equipment, coordinate Owner-Furnished, Contractor-Installed (OFCI) and Owner-Furnished, Owner-Installed (OFOI) items, manage site demolition, utility relocations, and enabling work. Responsibilities include developing and submitting a GMP proposal with transparent pricing, subcontractor buyout strategy, and contingency management. The CMAR is responsible for all construction activities including scheduling, safety, quality assurance, cost control, and subcontractor performance, and for final closeout activities including commissioning, delivery of as-built drawings, warranties, O&M manuals, and project turnover to the District. Services must comply with Florida Statute 287.055 (CCNA), the Florida Building Code, and the State Requirements for Educational Facilities (SREF).
