This project may contain Federal Funds. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 29, 2026, at 10:00 AM at the Region Two/District Two Office in Dixon. Phase I and II engineering services are required for the preparation of a project report (anticipated to be a categorical exclusion) and Phase II contract plans, specifications, and cost estimates for the resurfacing of approximately 5.5 miles of IL 73 from 0.2 Mi. S. of US 20 to 0.1 Mi. N of Garfield Street in Pearl City. The proposed improvement includes pavement patching, cold milling, HMA resurfacing, ADA improvements, guardrail improvements, shoulder widening (at guardrail locations), the repair / replacement / extension of a minimum of four (4) culverts, ditch grading, hydraulic analysis, public involvement, utility conflict identification and/or coordination, coordination with resource agencies. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Location Design Studies (Reconstruction/Major Rehabilitation) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
