The Milwaukee County Department of Administrative Services is requesting proposals from qualified professional consulting firms to provide design services for improvements to Walker Square Park located in the City of Milwaukee. The project will focus on design for specific site improvements identified through the Walker Square Park Site Framework planning effort completed in 2026. The Walker Square Park Site Framework has identified a range of potential improvements intended to enhance park functionality, accessibility, and community use while maintaining the historic square layout and cultural identity of the park. This design effort represents an initial implementation phase focused on advancing a targeted set of improvements to constructionready plans. The consultant shall prepare design documents for the following elements, which have been prioritized based on available funding, constructability, and alignment with the framework recommendations: 1. Demolition of the existing wading pool and associated fencing and utilities as needed. 2. Design a functional central plaza to accommodate community events and festivals and encourage social interaction. 3. Design of a new play fountain water feature in a location to be determined through design. Features may include lighting components. 4. Removal and replacement or resurfacing of existing asphalt walkways as necessary. 5. Design of designated areas within the plaza or walkway to accommodate a future thermoplastic park mural and/or artwork installation. Consultant to define space constraints, surface preparation requirements, and acceptable material specifications to support durability and longevity. Consultant to remain involved in coordination of artwork development and participate in artist selection, in collaboration with the Parks Department and other stakeholders, to help ensure alignment with design intent and material specifications. 6. Evaluation of Incorporating ambient glow additive within pavement elements to enhance visual character and nighttime experience. 7. Design and specification of site furniture including benches, seating elements, and picnic tables. 8. Preservation of existing healthy trees and integration of Silva Cell tree systems for new or replacement trees where appropriate. 9. Evaluate existing restroom facilities for code compliance and provide a solution to achieve compliant restroom access on site upon completion of construction. Additionally, consider and identify a feasible approach for accommodating a future prefabricated restroom structure (e.g., Romtec or similar) within the site layout, allowing for its inclusion in construction cost estimates and overall site planning. 10. Site grading to support new features, address drainage concerns, and improve usability. Targeted Business Enterprise (TBE) participation goal for this RFP is 17%
