The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 4, 2026, at 10:00 AM at the Region Two/District Two Office in Dixon. Phase I and II engineering services are required for the preparation of a Combined Design report and Phase II contract plans for the reconstruction of IL 40 from LeFevre Rd. to W. 5th St. in Sterling. The proposed improvements include the reconstruction of IL 40 including all side street intersections with horizontal alignment and vertical profile changes, curb and gutter, storm sewer, ADA ramps, a multi-use path, and retaining walls. This project will also include several public meetings, traffic management analysis, crash analysis, geotechnical services, environmental services and cost estimates. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Location Design Studies (Reconstruction/Major Rehabilitation) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
