Bids are requested for the construction of the SALEM TOWNSHIP - CHAPMAN ROAD CDBG PROJECT. The project is financed by Community Development Block Grant (CDBG) and Township General Funds. Payment of Davis-Bacon wages is required. All bids must include assurances of compliance with: 1. Federal Labor Standards Provisions, 29 CFR 5 2. Section 3 of the Housing and Urban Development Act of 1974; opportunities for training and employment must be given to lower-income residents of the project area 3. Section 109 of the Housing and Community Development Act of 1974, ensuring non-discrimination based on race, color, national origin, or sex 4. Certification of Non-Segregated Facilities; bidder does not maintain or provide any segregated facilities 5. Equal Opportunity provisions - Executive Order 11246, as amended 6. Minority Business Enterprise and Women Business Enterprise provisions 7. Surety companies executing bonds must appear on the Treasury Department's list and be authorized to transact business in Pennsylvania 8. Compliance with all State antibid-rigging regulations, with submission of an executed non-collusion affidavit 9. Documentary evidence of Section 3 business concerns contacted and commitments made; documentation must be submitted with the bid 10. Compliance with the Prohibition of Illegal Alien Labor on Assisted Projects Act 11. Successful bidder must present a payment bond and performance bond each in the amount of 100 percent of the total project. 12. All iron, steel, manufactured products, and construction materials used in the project must be produced in the United States in accordance with the Build America, Buy America Act (BABAA). All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered.
