Santa Monica is a beachside city of 8.3 square miles on the westside of Los Angeles County with a residential population of approximately 93,000, increasing to an estimated 250,000 during the day with tourists, shoppers, and employees. The Santa Monica State Beach and Santa Monica Pier provide a variety of recreation programs and services and to continue the systems functionality in the near-term and plan for its highest and best use in the long-term, both ongoing investment into beach and pier amenities as well as visionary master planning effort are necessary. As an initial step in the City's first beach and pier vision planning process, The Beach and Pier Needs Assessment will provide a comprehensive analysis of community participation in current events, recreation and arts programs, formal and informal classes and camps, and informal general beach and pier recreation offered at the beach and pier and identify near-term and long-term prioritization of capital and program improvements based on community interest. The results of the needs assessment will be used to 1) inform The Beach and Pier Vision Plan guiding principles and 2) prioritize actionable goals and implementation strategies to meet community needs at the beach and pier. The tasks below are listed as a general framework. Consultants are encouraged to modify or include additional task in the proposal as deemed appropriate. Task 1: Project Initiation a. Hold kick-off meeting with City's designated Project Manager and key staff to understand project background, goals, schedule, needs, and requirements. This meeting may be virtual. b. Obtain and review available City plans and initiatives pertinent to the Project. c. Collect additional data as needed. Deliverables: Meeting minutes, Project schedule Task 2: Needs Assessment Survey In collaboration with the City, the Consultant will develop the Beach and Pier Needs Assessment Survey - a representative demographic, address-based, statistically valid survey and a general population survey. The intent of the address-based survey is to gather information that is specific to the Santa Monica residents and is anticipated to be distributed by mail with a cover letter that will include a link to an online version of the survey. The general population survey is intended to solicit local and regional feedback and is anticipated to be online only. City staff will provide an inventory of current programs, classes, camps, recreation zones, informal recreation zones, and parking inventory to the consultant. The consultant shall anticipate that all public engagement materials and deliverables require Spanish translation. The consultant shall provide the City with precedent survey examples to help the staff develop the content of the survey. The consultant shall participate in bi-weekly phone/video coordination calls to develop the survey content and conduct a pilot test of the survey to ensure the questions are understood and accessible to community members of all abilities. The consultant shall promote awareness of the survey, providing the City with social media ads, up to twelve (12) banners with QR-code link to project website and survey, and narrative and graphic materials to assist in local advertisements. It is anticipated that the consultant provides weekly quantitative updates on survey results and, upon completion of the survey, the consultant shall provide a draft report of survey data for City review prior to presentation of survey findings to the Recreation and Parks Commission. In addition, the consultant shall collate survey data in a manner that allows for information to be collated in various manners. For example, survey responses collated by zip code or age.
