The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 30, 2026, at 11:00 AM at the Bureau of Operations Office in Springfield. Phase II engineering services are required to provide evaluation of traffic signals and systems, coordinate traffic signal systems in a corridor to minimize delay and stops, develop and implement optimum signal timings in the field at locations within Districts 2-5, and develop and conduct traffic signal trainings. The Consultant's work is anticipated to include accomplishment of one or more of the following tasks for locations to be determined: Data Collection: Field, or otherwise approved method, collection of traffic counts, turning movements, signal phasing, signal timings, equipment inventory, and other data needed to qualify existing operating conditions and determine signal functions and traffic needs. Data Analysis: Develop computer models with SYNCHRO and SIMTRAFFIC, or other software only with prior written approval. Recommendations for optimal signal operation plans shall be generated utilizing the existing signal equipment and with minor recommended equipment enhancements. Engineering judgement shall be used to select the final plans recommended for implementation. Implementation: The approved signal optimizations shall be placed in operation and any necessary fine-tuning adjustments shall be made.
