Site work, paving and renovation of a mixed-use development in Waterloo, Wisconsin. Completed plans call for site work for a water / sewer project; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Installation of new pumps, new discharge piping, and new valves at the West Madison Lift Station. Installation of new pumps and new valves at the Streator Lift Station. Additive Bid Item: Installation of new pumps and valves at the Treyburn Lift Station. Additive Bid Item: Excavation and demolition of existing gravel driveway. Concrete pavement of driveway and sidewalk at the Lift Station. Additive Bid Item: Installation of new pumps and valves at the Deyoung Lift Station. This project will be funded in part by USDA Rural Development. Disadvantaged Business Enterprises (DBE), including minority business enterprises (MBE) and women business enterprises (WBE) are encouraged to apply and be used to the greatest extent feasible. Qualified DBEs will be included in the Unified Certification Program WisDOT UCP list. Program policy requires all bidders to show good faith efforts to solicit proposals from DBEs. Contractors with a DBE classification are strongly encouraged to bid as the Prime Contractor on this project provided they are qualified to do the work. Award of the contract will be subject to the Federal government's policy of good faith effort for increased use of DBE businesses. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. Question Deadline 05/23/2026 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. All listed iron and steel products used in this project must be produced in the United States. Documentation of efforts is required. Federal Equal Employment Opportunity (EEO), Goals for minority participation for each trade = 7.0% (Jefferson County), Goals for female participation in each trade = 6.9%. Bidders must be pre-qualified with the City of Waterloo within the last year or must be pre-qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0901 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in municipal pipeline construction. Waterloo Utilities reserves the right to reject any and all bids and to waive informalities in any bid.
